BOSTON – Core Investments, Inc., a Boston real estate development and investment company, has promoted two team members, with Jess Blackerby adding Vice President to her Controller position and title, and Rob Waters becoming Core’s new Director of Asset Services.
The two promotions, along with a number of additions to the Core Investments staff, reflect the growing presence of Core’s property, management, and development role in the Boston area.
Properties include On the Dot, a 20-plus acre assemblage of former industrial land, the future site for commercial and residential development, along Dorchester Avenue in South Boston between Andrew Square and Broadway Station on the MBTA’s Red Line.

Blackerby was Controller and has been with Core Investments since 2006. Waters was Property Operations and Leasing Manager for Core and has been with the company for more than three years.
Blackerby brings 20-plus years of experience to Core’s transformation of South Boston’s Andrew Square neighborhood with Washington Village and On the Dot. She manages the accounting, financial reporting, forecasting, budgets, cost reporting, payroll processes, leasing, and due diligence at Core Investments.
She was previously a senior accountant at Modern Continental and an accountant at Staples. Blackerby has a Business Accounting degree from Nichols College. Outside work, she spends time with family and friends and enjoys being outdoors, including working in the yard and bike riding.
Waters works with Core’s property managers and brokerage partners to successfully maintain the properties and sustain high levels of occupancy throughout the portfolio. He worked with tenants to minimize the impact of Covid-19.
Waters previously worked as property manager at Transwestern, and portfolio manager at The Dartmouth Group. He has a Bachelor of Science Degree in Business Administration from Suffolk University. In his spare time, Waters cheers on any of the Boston sports teams, bikes with his wife, and enjoys a pint of beer at a local South Shore brewery.
The promotions, along with recent new additions to Core’s team of professionals, will contribute to the company’s growth and the ongoing and future development of the emerging On the Dot neighborhood around Dorchester Avenue and other significant Core properties in South Boston and elsewhere in Greater Boston.
On the Dot has unparalleled location and transportation advantages to serve Boston’s rapidly growing life sciences sector and meet existing demand for lab space. It is between Andrew Square Station and Broadway Station on the MBTA’s Red Line and near both I-93 and I-90 highways.
Core Investments led the transformative development of Washington Village, a million-square-foot mixed-use project on five acres in South Boston. With partner Samuels & Associates, that project has begun construction.
